I have had a messege from a buyer who has won an item which ended today.
The messege stated that he had bid and won on another item from another seller and now wanted to retract his offer on my item.
The auction ended today at 09.08 his messeg was recieved at 10.01 so it wasn't even while the acution was live.
I have replied simply stating that he had bid and won on my item, so his winning bid stands. He still claims that he is Not Buying but retracting offer. Is this even a thing?

Just to add that if you go down the Unpaid Item route, the buyer will not be able to leave feedback (unless they pay while the UI case is open, of course). If you cancel the transaction, they can.
Buyer can not retract a bid after auction ends and should pay. You could wait 2 days and then open a non payment case, but sometimes it is easier, and safer, to just cancel. Go to More Actions, then cancel order, choosing buyer asked to cancel. You will get your selling fees credited back.
Buyer can retract bid now he has won.
The correct way is open unpaid case after 2 days, close 4 days later.
But buyer could make life awkward, better to go to item in sold list, click more actions - cancel - seller & I agree to cancel.
Then add his ID to blocked list so he can't bid again.
