You need to create a postage policy, that is all that it is.
You will then have one policy, for all of the same kind of listings, rather than having to do it every single time on each listing.
https://www.bizpolicy.ebay.co.uk/businesspolicy/manage?&ssPageName=STRK:ME:LNLK
You should be able to create one from here.
But as you already have listings active, you must at the very least have a default policy in place.
So I would suggest that you double check that and make sure that it is actually correct.
And having just looked, your actually offering free postage on your listings anyway.
Why are you not fulfilling the options for Top rated, so that you get the additional discount on your fees?

Hello and thank you for the guidence. I am not really a business seller in the true form. I somehow got re-registered many years ago and it doesnt help when I clear out the shed!
From what you have told me I now have to populate the postage policy with several options and pick one which meets the requirement.
I dont really bother with discount on fees as I see it it doesnt amount to much.
I just want an easy life!!
thank you again for your input.

I get what you mean about the fees, but by simply adding a free postage option, a fast postage option and 30 day returns, you get an additional 10% off your fees. Better in your pocket, than ebays. Plus it should equate to better visibility.
For the postage policy, if you are using the same options for all your listings, then you only need a single postage policy. It's only when you want to offer alternatives, such as shipping as abroad and so on, that you will need other policies.
Or if you are sending some cheap items by standard post and others by tracked.

Ebay and its management have lost their way with the site! The preview option is a known glitch and years later its STILL not fixed why? Then there's complicating such a simple process of postage how it used to be for private sellers now its a mess, regardless if you suck up to the site or not the volume of people who hit snags on this new iface is unreal.
About time some common sense was used.

I had a similar problem a while ago and it was because I'd accidentally opted in for postage policies.
I managed to opt out again and return to the old way of adding postage,
