Unable to send Offers

Yes,  you are not alone ,  others are experienciing this.

I think  kat@ebay  one of our Community Managers is dealing with this issue, and perhaps Kat you can add this sellers account to the open ticket for the tech team,  thank you.

Thank you for the post.  Yes we are currently following this up with our tech team. Can you let me know if you are trying on the app or desktop and what happens when you try to send an offer.
