USPS insufficient address, package returned to sender

Hi,
If tracking shows insufficient address, package returned to sender does ebay treat that as buyer providing a wrong address and therefore not covered by money back guarantee? I want to just refund the item price minus postage as I have been going back and forth with a buyer who just says they had other deliveries no problem and when I am going to send the package back to him. Obviously I am not going to do it, but if I refund the item price minus postage, will the buyer still be able to open an item not received case and receive a full refund on top of the refunded item price, or just the part that was not refunded?

As a Private seller you will have to refund all the amount the buyer paid you.
I would block them from returning to your sales, if they have a ' dodgy ' address.

Has the buyer opened an "item not received" case?
Here is what eBay state where the Money Back Guarantee is concerned:
Note however that you might need to point the above out to eBay if the buyer has opened (or does open) an MBG case for not receiving their item. Even if you refund the order sans the postage charged you will not be automatically protected if the buyer subsequently files a dispute with their payment provider.
