Send offer to message broken?

Last few days I have tried sending offers to people who have messaged asking for a discount/offer/do a deal etc. Not working, seems to be just giving me the 'It's us not you'/error error error message. Anyone else having issues?

I can't send offers on the app. I have to send them on the laptop.

Doesn't work for me on app or PC. Not surprised to be honest as ebay just isn't working full stop.
