Seller backs out of sale

Today a won the auction on an item. It has been auctioned on Ebay, starting price £100. Nobody else bid so I won and paid straight away. I then get a message from the seller saying he was not going to sell it at that price. As I can't make him send it, I asked for a refund. He said he could not make a refund because he has not yet recorded his bank details with Ebay. Consequently I will have to wait for the Ebay system to refund me.

My question: is his story that he is unable to make a refund feasible? I'm a business seller, so I know that I can refund instantly, but could he be telling the truth? (He registered with Ebay in 2019 but has no feedback at all.)

Yes, it's feasible. If he has never sold anything before his account would never have been enrolled into managed payments as it would just have been a "buying" account. eBay don't start the process of linking a bank account until after the user's first sale has gone through and it becomes a "selling account".

Obviously you're protected as per the MBG. You'll just have to wait until the day after the latest EDD to open an INR case.

Give me ambiguity or give me something else.

It may be worth ringing CS as eBay must be holding those funds if he hasn't got a bank account linked yet.  Of course if his feedback shows previous sales made it would look a bit different. Unless you don't mind waiting until the EDD to open a case as MBG will cover you regardless.

My only sale on this account was because eBay was offering me a voucher for my first sale. They failed to verify my bank (even though it did on my old account) so I gave up trying. I refunded the buyer. So I don’t see how your seller can’t.
