Can you appeal the outcome of a request (not a case) where you refunded a buyer due to item not received and the buyer them received the item afterwards? I know this can be done for cases where Ebay ruled against you but I can see no option for requests where you decided to refund the buyer yourself. Would this just have to be done through contacting Ebay through chat or phone or is there another option? Have anyone successfully appealed a request?

Yes you can as long as a tacking number shows it has been delivered but you`ll have ring them up .

As you decided to refund the buyer yourself it's now between you and the buyer.
you could send them a PayPal money request.

You would need to request their email address via an eBay message to be able to do this. If they are happy to co-operate you may find the message would be blocked due to contact information being requested or shared ?

eBay have no system for buyers to repay in these circumstances, but you are allowed to ask a buyer to repay - and many buyers will actually offer. It is possible to send an email address via eBay messages but sometimes it gets automatically blocked, especially if it's been a long time since the original sale.
There are other ways to arrange a repayment once you've established that the buyer is happy to repay you. For example, you could telephone them (I wouldn't recommend this unless they've actually asked you to!), or send them a text message with the payment details. Or you could send them your bank details by eBay message. Or failing all else, ask them to send you postage stamps or a cheque!

Have you done this successfully? If so, where did the repayment come from?
Ebay can't get it from the buyer and as there is no published policy on this situation are highly unlikely to cover it themselves.

If the buyer has agreed to pay, and the item is a stock item (i.e you have many of them), then the buyer can purchase the item and you just mark it as despatched.
Slightly risky, because the buyer could open an INR. However, I always think that if a buyer is honest enough to offer to pay, they probably wouldn't do that.
