Here is a summary of the main changes:

We’ve made some changes to the Seller Terms and Conditions for the Global Shipping Programme. The updated Seller Terms and Conditions will apply to existing enrolled sellers 30 days after the date of this announcement and will apply to new sellers participating in the programme immediately. You can see the seller terms in full here.

A change was made to the Seller Terms and Conditions to clarify the VAT treatment for transactions under Global Shipping Programme. All transactions under the Global Shipping Programme are considered as exports. Prior to 1 July 2021, transactions under the Programme are considered as UK domestic sale.

Where Global Shipping Programme items are considered as exports from the UK, UK VAT does not in most cases apply. As a result, eBay will in some cases use the information provided in your listing to determine a price net of UK VAT (export price) and charge this to the buyer along with any taxes due or payable by buyer.

You don't need to take any further action to accept the new seller terms. If you choose not to accept the new terms, visit this help page for further information.
