So they don't even get charged the new fandangled fee "a new regulatory operating fee
to support the rising costs associated with complex regulations". It doesn't apply to 'pre loved clothing'?
Is that correct?

Yes, if it sounds too good to be true - it probably is as the saying goes.
I wonder how long it will be before the imports to UK suddenly appear as pre owned but still with labels on!
