how do i stand as regarding beeing charged for an item that hasent been delivered and there is no trace of it in my purches history many thanks

If you bought before your account was fully set up here's how to claim as "guest" buyer:

If that's not the case it's probable that the seller has been suspended by ebay.    If so you will need to contact your payment provider and ask them to refund your money.
