Received 1/2 the order eBay decided against me

I bought and paid for a 16 price jeep door hinge set. Received only 8 pieces. Contacted seller. They said to give it a few more days. Nothing came. Contacted the seller again. They stated the other 8 piece hinges were shipped from a different warehouse. Still nothing. Was told to wait. Finally today eBay was allowed to step in. They did and decided against me. It's all the int messages. It shows the seller acknowledging that I only received a partial order.

I'd guess you opened a "non receipt" case when you should have opened a "not as described case" ["ordered 16 and got 8"]. Seller can show delivery ["of something"] so wins the case. 

If that is the case then you can now open an "NAD" case [as long as within 30 days].  Just open the case - no discussion with seller - and seller should send label to return the 8.  If he does not send label then escalate after 3 days.  If he does send label return item and you should get a refund
