New and returning sellers are subject to a 21 day hold as eBay wish to see that an item has been delivered. With no tracking for a collected item if your buyer leaves you some feedback this too, can release the payout sooner.
First for them to do this, you must mark the item as dispatched, do so this way:

go to Orders >> Awaiting Postage / Print Postage label, and then click the box on the left of the item.

From the Postage tab above, use the drop down menu there, if the option to mark as collected is not there, then select Mark as Paid and Mark as Dispatched.
Dispatched is eBay's wording for a collected item.
For future collected items, though you cannot insist, cash is always best after purchase.
