It's not an excessive time as your seller was either a new or returning seller, and eBay need to know that the item they sold was delivered to the buyer, and inital payouts can be held for 21 days. This is the time a buyer may put in a case for a full refund for item which was not received.
Explain to your seller if they have tracking to show that delivery to enter it where they marked the item as dispatched, and money wll be released sooner . If you give them some feedback this too shows delivery and can help.
