IT HAS PASSED THE DELIVERY DATE AND I STILL CANNOT REPORT IT

It has passed the delivery date and I still can't report it to eBay
My seller never replied, I'm quite sure that person is a scammer but I was hoping to report it today so I can get my money back as soon as possible (It's quite a big amount of money as I'm buying an iPad)
However, I still can't report even tho it's already 1st of May
Does anyone have the same problem or must I wait until tomorrow to report? And normally how long does it take for the money to get back as I need the iPad very soon and I can't get my money back

Once open you get 30 days to escalate the case to ebay if you receive no refund or item
