Seller wants me to cancel returns request to be able to pay me back. Should I cancel the request ? Says eBay have frozen the money.

NO.  Ebay will have frozen his money once you opened the request, but that's his lookout.  Once you close a request you cannot reopen it. Continue with the case and escalate it after 8 full days, when the option appears.

No. If you close it you can't re-open it.

 

If your seller's funds have been frozen, they can simply put in a call to PayPal and ask them to refund the payment back to the buyer.

Do not close a case until you have your refund. If you do, you won't be able to open it again if you don't receive a refund.
