Refund

Seller offers partial refund  and I accepted. This shows in returns page however seller insists I have to accept  this which I have. !

No ebay tab to escalate how do I do this.

It does say that you accepted.  If seller will not accept this then escalate the case as ebay say "ask us to step in" if refund not received. 

Bear in mind that refunds go back to source and in most cases take time, BUT the Paid Symbol against the item should indicate if a refund is in progress.
