Returning a faulty item.

Hi all

I bought a wallpaper stripper for a friend about 3 months ago. 

The first time she used it,  it caused her electricity supply to short circuit and caused a power cut. 

So I had the steamer back. 

I asked the seller if she had the item checked before selling - she said yes. 

However, when asked further if she had any evidence of this, she said no. 

It looks like she or a friend checked it, but not by a certified electrician. 

We checked the steamer at home, and the same problem occurred with a short circuit. 

The seller said no returns; but if a product is found to be faulty, isn't a buyer entitled to a refund, due to the Provision of Goods and Services Act by Trading Standards? 

She hasn't responded to my comments about this, but just said to throw it away and she would refund me 0.99p!! 

Help please?

the transaction is too old to use an eBay case - you could try PayPal and, or your payment provider.
