Why are sellers allowed to mislead about their location?

I ordered an item, checked the listing said UK, and item was to be disaptched from Manchester. No it isn't, it's coming from China.

Why are sellers allowed to mislead buyers like this?

Because the seller is registered in China it is possible for him/her to have a warehouse in the UK as many do.

But some are stating UK when they are not so best check feedback beforehand and check what other buyers have said.

Or if there is a long handling period in the listing
