What does it take for Ebays security to intercept scams and bogus listings?

I report these hacked\Bogus vehicle dealerships every weekend such as this today

How can they remain active the entire weekend scamming unwary customers, eBay is surely complicit in this fraud! If I can find them how do they with all their millions of £'s miss it? Fraud on eBay is not a victimless crime

Do you mean the listing where the price says £1 but both title and description say "4500£" and it's collection only? Ebay have no reason not to remove it after I reported it. They're the ones being cheated out of fees.
