Ideally, you agree to buy ( but do not pay) then the seller can send you address details so that you go along, inspect, and if OK pay CASH on collection, if not ok,you walk away with money still in your pocket....seller and buyer can mutually agree to cancel...
having said that,and in the present circumstances, you need to ask yourself, do the journey class as essential, can lockdown rules apply on inspection....etc...
