Now that eBay is handling money through managed payments will they be answerable to the FCA? If they are will this mean that they must have an official complaints procedure with independant arbitraition and also will they have the same responsibilities/liabilities as the credit card companies who also don't actually sell anything?

Payments are dealt with by Ayden, as they are based in Netherlands, I doubt they or ebay are accountable to FCA.
