Hi

Contact Ebay Customer support and give them as many details as you can ...especially the other members username that is using your landline number

Go to help and contact tab at the top of the page and search contact Ebay CS

OR    scroll down to the bottom of this link and try live chat

While another seller should not be using your phone number, why ever are members phoning to complain. If you still receive calls suggest that the caller does what they should do in the first place and open the appropriate ebay case. That is how problems are dealt with, not by telephone.

If the problem gets really bad then perhaps it would be worth considering contacting the company that your landline is registered with and ask for your landline number to be changed, explaining the reasons behind the request.  If they do change your landline number for you then it should put a stop to the calls once and for all, as once your current number is taken out of service neither the seller nor any of his/her dissatisfied customers will be able to get through to you.
