There has always been a black hole in eBay's money back guarantee when the item and/or the seller has been removed from eBay for some reason. Without an item number, it's impossible to open a case.

It used to be possible to phone customer support, and get them to open a case for you. However, since the pandemic and with support staff working from home, it's become harder to do this. You may find that live chat or call-back are the only options now.

My advice, as has been suggested, is to forget about eBay and file a dispute under PayPal's 180 day buyer protection policy.

Sellers name and detail and detail of item purchased

The Seller has probably been Removed by Ebay. Could be a Compromised Account. Log into PayPal and Open an Item Not Received Case. Find Resolve a Problem down the left hand side. Escalate the Case after 2 days but before 20 days.

Add in the Notes that Ebay have Removed the Seller.
