I watched the story on the News earlier in the evening. To me they came across as a very poorly educated family with little regard for officialdom or anything/anyone else. The parents looked way older than their ages, both the adult children had mental or behavioural issues of one sort or another. Apparently there had been over 300 instances of antisocial behaviour over the years at every house they had lived in, and yet the woman in charge of the B&B where they stayed recently said she had had no problems with them. It sounds like they simply don't know how to behave in a socially responsible manner and are unable to look after themselves when left to their own devices. They have already done time for breaching ASBOs and look likely to do even more. God only knows what the answer is, stop the uneducated breeding?
