You get cheaper Insurance if you have the cameras fitted in Russia and if think our Insurance companies are hard to get cash off, the Russian equivalent are a lot worse, they don't really take 'verbal' accounts as evidence, you must have visual proof.

Big reason for the horrendous lorry crashes are that Russian truckers are the drunkest, drug fuelled drivers on the planet and drunk driving is way higher than in the UK for other drivers as well.

The Dash Cam is now taking off in the US in a big way, same reason, Insurance savings, but mostly to protect against medical costs, which in a crash in the States, if you are at fault can run into $millions.

I saw people appearing to throw themselves in front of vehicles, d'you think those were attempted scam/injury claims?

As to verbal evidence not being acceptable, eye witness evidence is the most unreliable.
