My account has been closed and I am not receiving any information from eBay about what the problem was.
I am a Top Seller.
What can I do against eBay? And where?

This account appears to not have been used for a year or more and details are probably out of date and need updating completely using these links before listing/selling again >
Also try adding a Bank Card # to your Managed Payments setup in order to send and receive payments ?

This is what I got from customer service.
I can't get ahead with eBay. 3 families worked for the company and they don't deserve a fair answer. I don't know how I can be the company's top seller if they banned me anyway?
I would like to appeal this eBay decision but eBay doesn't support me with any information on where and who I can contact.
We are committed to reducing both fraud and negative buying experiences on eBay. To maintain a safe marketplace, we sometimes end active items, restrict selling activity, or suspend accounts until an additional review can be completed. We have completed an additional review of your account and show that your account was originally restricted because it was in violation of eBay policy and your behavior posed a risk to the eBay community.
Because of this, we have decided that your account will remain indefinitely restricted from selling. We have taken this action out of concern for the safety and integrity of the eBay Community. Due to eBay policy, we cannot provide you with more specific information.
We understand that this situation may be frustrating; however, although future emails from you will be read, we will be unable to respond to any further requests to reinstate your selling privileges.
Please keep in mind that members who are restricted are prohibited from registering new accounts with eBay, or selling on eBay using any existing accounts. Although, you are still eligible to purchase items with this account, please note that eBay reserves the right to suspend existing accounts as well as new accounts opened by anyone in the same household of a restricted user or by any other associates of a restricted user.

I'm terribly sorry to be the bearer of bad news, but from that email you received, when it states indefinite restriction, this does mean a lifetime ban, and there's no comeback from that.
From your sold items last year I can see you were selling Air Con Gas Refills? It must be something to do with the selling of those items, although unless the rules have recently changed, checking on those items, they are not restricted.
I'm afraid it's no point contacting Customer Services they won't discuss any aspect or reasons for an indefinite ban.
