International sales treated as Simple Delivery

For months now any sales I have made to buyers outside the UK that include an item of £20 or more are being treated by the eBay invoicing system as Simple Delivery sales. So if I try to invoice the buyer I have this message, in blue, at the top of the invoice page: "Invoices cannot be sent for items where eBay manages all or part of the postage. These items are excluded from this invoice."  So the system will not let me  send a  (correct) invoice

 

I have had two lengthy 'phone conversations with eBay people about this. They have promised that it will be dealt with but months later I the problem continues. They have advised me to contact affected buyers, ask them to pay whatever their systems shows, and then for me to make a refund of their  inevitably overpaid postage. Clearly this is totally unsatisfactory, as well as being a pain for me to explain to the buyers.

 

Anyone else affected by this? Any ideas about what to do about it?

Are you using GSP or posting directly to the other country?

Do you have a recent item number of such a sale, that you are willing to put on the thread?
