Ask your buyer to request to cancel the transaction.

They can do this by going to More Actions in the drop down menu 'Request a cancellation'.

Then you cab cancel using 'Buyer asked to cancel so you don't get a defect on your account.

Once you've cancelled your ebay selling fees will be refunded but not your Paypal fees.

our buyer will be refunded automatically and you can relist.

You can remove countries you don't want to post to from your listing under 'Postage'.

Go to item in sold list, click more actions & select "Problem with buyers address"

buyer will get refund & you get ebay fees credited but not paypal fees.
