Trying to add postage discount to listings

I want to add postage discounts to my listings but the edit button on the relevant page doesn't work. What am I doing wrong.

As you are in Global shipping you cannot offer postal discounts.

Also, as a business seller you cannot have in your listing that you don't accept returns as its illegal.
