Hi everyone, once I register on eBay as Bussiness seller eBay applied promotion on my account:
1. Promotion Period
The zero Final Value Fees (“FVF”) and Insertion Fees (“IF”) on 250 listings per month promotion (“Promotion”) will be valid for new Business Seller accounts that register on www.eBay.co.uk (the “Site”) after 00:00:01 on 26th March 2020. The Promotion will be valid for (i) 90 days from the date you registered on the Site; or (ii) until 23:59:59 on 31st July 2020, whichever is earlier (“Promotion Period”) and is only valid for listings created on the Site. All times are as per the local UK time.
2. Eligibility
This Promotion is open to new eBay business sellers who:
register on the Site after the start of the Promotion Period; and
have a registered address in the UK.
Participation is linked to the seller and is not transferable.
3. Promotion and Procedure
The Promotion is valid for 250 listings per calendar month and you will receive the benefit of the Promotion from when you register on the Site. E.g. - if you register on 28 March 2020, you will receive the Promotion (i.e. zero FVF and IF) on 250 listings for March 2020. Regardless of how many you use, you will be eligible for 250 listings for April and so on each month until the end of the Promotion Period. If you register on the Site on 5 May 2020, you will receive the Promotion on 250 listings for May and will not receive any benefit for the period during which the Promotion was open but you were not registered on the Site.
Any fixed price and auction-style listing (new or renewed) which are created during the Promotion Period, subject to the exclusions below, are eligible, and will count against your monthly allowance.
Listings will qualify for the Promotion if the item is listed, relisted, renewed or scheduled to go live before the end of the Promotion Period. Listings which are relisted or renewed after the Promotion Period will be charged the standard IF and FVF rate.
If a listing that is eligible for the Promotion had previously closed without a successful sale and is manually re-listed during the Promotion Period, it will form a part of the 250 listings limit of the Promotion.
Listings do not have to successfully sell during the Promotion Period to be eligible.
If an item qualifies for the Promotion, when the item sells, the promotional FVF rate will be applied automatically. Please note: if the item does not sell and if you relist it after the end of the Promotion Period, or if it is automatically relisted after the end of the Promotion Period, standard IF and FVF will be charged according to the eBay fees policy when the relisted item sells.
Items that are automatically relisted through the Automatic relist function or the Good ‘Till Cancelled function will count against your free IF and FVF allowance.
Sellers are not required to actively opt-in to the Promotion.
Any other fees (such as listing upgrade fees) will still apply and will be charged in accordance with the eBay fees policy.
First 2 months was everything good no any fees, but from 4th July eBay start add fees on my account. I talked with eBay via Live chat and phone call, some of customer assistant told me that it is system GLICH so my invoice will be refunded, as well phone call Lady confirm that I still under promotion and invoice will be credited back. This morning I received email:
I am writing with reference to your call to eBay last week.
I have managed to go through and check all the details of the promotion with reference to your fees outstanding.
So as we see the promotion is based on 250 items a month for the first three calendar months free of Final Value Fees and Insertions.
After further investigation we can see that the amount of items has exceeded June and July and this is the reason you have been charged the fees.
Items sold in May 2020: 288
Items sold in June 2020: 687
Items sold so far in July : 688
Has these quantities exceed the promotional limit of 250, anything after this amount will be charged as in accordance with the promotion terms and conditions.
As per promotion I should get 0 fee on 250 listings (so unlimited sold orders) but not 250 items as they wrote in email.
So who is right in this situation?

I can't see what you are saying, 0 Fees on 250 Listings is NOT UNLIMITED, according to the figures you quote you exceeded 250 listings in each month so anything over 250 becomes chargeable.
