Have had the same problem as loads of other people, not being able to access Ebay but have now sorted it.
Saw that some people had success with turning off Kids protection in Virgin and tried the same with my Talktalk account.
Logged into my TT account then went to HomeSafe and turned off the KIDSAFE completely, leaving the other security settings and hey presto, I can now get into Ebay and everything is as it should be.
So try this with your own provider and it might work for you as well.
