You seem to have a lot of listings for a restricted seller, and you are obviously trading illegally, a private seller would not have the volume of new goods that you have. If there is any restriction in place , it is more likely that it is down to your selling practice. You need to register as a business seller, or you may get a permanent ban.
You are selling new stuff and using stock photos ( not allowed on private accounts).... are you sure eBay haven't asked you to upgrade your account?
if you have late defects,they will be removed by eBay...
I would guess that below Standard is the first excuse available. You don't say where you got this information but CS are very good at giving the first answer that comes into their head.
You are what would be called an infrequesnt seller and would be restricted to the Value and number of items you can list.
When you have some DSRs showing then (You need 10 before they show) the restriction may be raised. At the moment there is no track record showing to potential buyers as to your record in the four sections which will be shown in the star ratings.
I do believe sometimes a generic email message is sent when there is an account problem.
It may well be that a bot has picked out the number of new items you have and won't let you list more. A Private account is for one selling all used unwanted stuff, like a garage / cupboard clear out, with perhaps one new unwanted item. Private sellers do not own stock.
I'm sure when you register this account as a business one, use the Help & Contact tab above, type in ' Register as a Buiness', it will then allow you to list more of your stock. @scotmo11
