Refund issues

I'm trying to refund a customer for order 21-05304-80640 , however, when I go to action the refund it does not work

Refunds/Returns/Cancel requests should only be processed through a formal eBay case ... ask the buyer to open a suitable case and only issue labels/refund through that case ... ensure that you have sufficient funds in your PayPal account to fully cover the total refund amount ... won't affect your account if you follow the case instructions carefully >

A PayPal refund (separate companies) outside an eBay case can leave you with a loss of fees and a possible account defect.
