Permitted seller

Hello, i am a new business selling E shisha pens however, when i put my listing i get this error:

In order to list an item under the Vape Pens, E-Cigarettes & Accs or Vaporizers categories, you need to be a permitted seller. If you are a registered business seller on eBay, and are interested in selling e-cigarettes please visit http://programme.ebay.co.uk/new_categories.

Link takes me no where. I have read everything on how to sell E-cigs and what not. I am a registered business and i have the verify my age in the description but i still get this error.

Is it a process to become a "Permitted" seller?

If someone can help me out that would be great.

You can't continue with the process because these types of products can't be sold under Ebay's new Managed Payments system, which you as a new seller will have to use. Those items you see listed on the site will be from sellers who haven't yet been switched to this payment system, and are still using PayPal as their payment processor.

The simple answer is ebay have as many permitted sellers as they require.

What does that mean? I met all requirements but i still get this error message.

It means ebay don't want any more sellers in that category.
