I have checked and re - checked no mandatory information is missing, however it still will not complete? Any ideas....

Have you actually registered for a selling account? Just because you have a buying account on eBay doesn't mean that you're automatically given rights to sell on eBay as well. You have to register for a selling account, so if you haven't already done so get your selling account registered now so that you can list items for sale on eBay. If you're just going to be selling occasionally, such as when you're clearing out the attic or are getting rid of stuff that you no longer want, then a private seller account should suffice. If, however, you intend to sell on eBay to make a living and are either making goods to sell on eBay or are buying goods with the specific intention of selling them on again for a profit then you will need to register as a business seller.
In the event that you've already registered a selling account go back and check that you've submitted all of the requested information that you will be required to provide in order to get the account set up. If you've missed something out then provide eBay with all of the missing information that you should have sent them and your selling account ought to be activated, at which point you can then start to sell on eBay.
