I want to start selling on Ebay but my selling allowance is 0 item and £0 . How do I request for an increase in allowance while I have no chance to start selling anything?

You need to set up your account for selling. Go to the Seller Centre for full information on how to do that. The link is at the foot of any page. And if you're making, growing, refurbishing, or buying in (new or used) items to sell, you need to upgrade your account from private to business. Private accounts are only for those getting rid of their old no-longer-wanted possessions from wardrobe and attic.
