Need a contact number for customer service regarding seller level and defect I have proof of postage but no tracking so they automately decline to remove problem
defect was late postage timescale but wasnt NOT that item was not received
Any help would be great

The defect will be for late delivery, not for late postage. When buyers leave feedback, they're asked if the item was received on time. If they click on 'no', you automatically get a defect. 😞
You can certainly try to get the defect removed. I doubt it will, but it's always worth a try, especially if you have proof that you shipped on time. There's currently no phone number to call Ebay on, but Live Chat and Request-a-callback (in Help & Contact) are available during working hours. I recommend the latter for this issue.

What is the point of speaking to ebay. The only thing they can accept is proof of delivery, proof of postage is not proof of delivery.
You don't say what the defect was for, but if buyer opens a NOT RECEIVED case, it is up to you to refund and use the proof of postage to claim on Royal Mail. If you don't refund then buyer can escalate to ebay, who will refund you get a defect and no refund of the selling fee.
