Long story short,
Initially agreed between the buyer and us, buyer would pay for the first two items, and we will relist the third item with "make offer" option and then this buyer only needs to put in the lower price (previously agreed). Once we received the payment for the first two items Friday afternoon, we sent the message to the buyer to ask them to complete the purchase for the third item. (We did mix up the relisting bit which we were not aware of until we checked the listing last Friday night, but we sent another message to the buyer, apologized and sent the proper link and a photo to show how to complete this transaction).
But nearly two days later, we have seen no sign of it. So we sent another message today to let the buyer know, a purchase transaction needs to be complete by tomorrow at 8pm so that we can pack and print postal label to dispatch all the items on Tuesday which is the deadline. And if no response from the buyer by 8pm tomorrow Monday, we woukd presume the buyer does not wish to buy the third item, which is absolutely fine for us, but we will only dispatch the items the buyer paid for on Tuesday and we will offer the same discount for the two items once they are delivered.
Anyhow, we just wonder if anyone would do this suitation differently?

why on earth didn't they 'buy' all three and then you send them a combined invoice for all three items?

You do realise that every paypal payment has a 30p fixed fee, so two payments where one would have been all that was necessary means paying more in fees.
Not a lot but on low value items it can be a large %.
As already said what a complicated way of dealing with something as simple as a combined invoice.
All those BRAND NEW items means you are selling illegally and need to register as a Business Seller, before you have a complaint to Trading Standards or ebay catches on that you are avoiding paying the proper fees.
Just despatch the two items that the buyer has already paid for. The buyer may have changed his/her mind about buying the third item but has just not had the decency to let you know.
