I have just looked at my account summary this month, there are 3 lines that additional 4% fee for very high item not as described rate for used DVDs this month. I always take personal photos of all items and uploaded them on eBay.

You have been charged an additional 4% in Fees because you have accrued more Item Not As Described Cases than other Sellers in that particular Category.
