£1 max selling fee

Does the £1 total include commission Ebay takes from the P&P costs?  

Eg sell item for £15

Postage £3

Total paid £18

Ebay normally takes 10% of total - so £1.80

But with £1 max selling fee, would ebay only take a total of £1 for everything (item sale price and postage costs)?

Or would ebay take

item sold £1 (instead of the usual £1.50)

item postage 30p

SO Ebay then takes total of £1.30

£1 is the maximum that ebay take, whatever the postage costs.
