I recently refunded 2 orders for different 2 buyers as I was unable to locate the items.
As both orders were free postage, eBay deducted £3.38 (Royal Mail)
and £2.94 (Evri) respectively for labels which obviously were not created as not required.
Could you please advise the procedure I have to follow in order to be refunded for
both items. I tried eBay chat but wasn't able to get to a customer services agent to get it resolved

For unused Simple Delivery labels, the refund goes to whoever paid for those labels this way:

You say you refunded the two buyers, but if you mean you cancelled their orders, then provided you did not print out the postage labels, the postage should be refunded to you automatically.

I assumed even if you don't download or print out the label, the seller doesn't get the postage refunded automatically if the order is cancelled - they have to fill in the form.
Perhaps someone could confirm which is correct?

It might be worth reading the conditions stated on that page to obtain a refund:
"To process your refund, we'll verify the following:
If your request meets all these conditions, you'll receive a refund for the shipping cost."
@crystal-flowers99 - what reason did you select for cancelling the sales?

The last time a buyer put in a cancellation request and I accepted it, postage (which had been taken) was indeed refunded automatically, like the transaction never happened.

Out of interest, I am aware of the postage refund form and there were at one point countless threads about people waiting for a refund weeks later. Has anyone actually been successfully been refunded by eBay, at this point, for an unused simple delivery label ? I mean using just the form, not when you have contacted eBay and bothered them about it.

If the buyer makes a cancellation request the seller isn't deemed to be at fault so it makes sense the seller is refunded for a postage label they can't use through no fault of their own.
I suspect what happens in seller-initiated cancellations depends upon the reason the seller chose for cancelling the order.
