I can't raise an invoice for a sold item. The terms are cash on collection. What am I missing here.

You are missing the fact , because the system has changed, that cash on collection is no longer allowed for a collection item.
After purchasing an item listed for collection, the buyer needs to proceed to eBay checkout and pay there, via the various card and methods of payment.
They then receive a 6 digit QR code, which they must bring with them. Do not release the item without scanning this code, as it's the only proof the item has been collected, your payout is released soon after.
Send the buyer a polite message explaining the above.

Many thanks for the update. I prefer a positive bank style payment however on my original listing E bay led me this way to cash on collection, there were no other options. So I find that confusing. I don't want the stress of counting money at the time of collection.
I did get the mail from them on the 6 digit code and included that on my listing.

Can you show us a screenshot where you are seeing cash on collection for a collection item please, as this was stopped many months ago.
Buyer has to buy and proceed through eBay checkout to pay. Cheques not allowed, it's payment through checkout by a card payment, PayPal or Klarna.
You will not know how a buyer pays , and it matters not , because the payout is only released to you, when you scan that all important 6 digit QR code.
It seems you may not have sold for a long time, have you registered for eBay's Managed Payments? All sellers have to do this to receive their payouts from sales, see here:

Done that. Just returned to the raise invoice section to explain and it will not send.
I have had no reply from the buyer at this time.
a small point, now the item has sold why do Ebay as me if I want to relist the item, makes no sense to me.

Yes I have two bank accounts registered one for payments in and one for payments out.

My bad !! 😒 I have just seen the item sold, are you asking about the lovely motorbike sold??
Then, ignore my post above, as it doesn't apply to motorbikes / vehicles! Only to all other items sold for collection !
Of course for the sale of this item, you receive ONLY cash, or bank transfer. If a cheque , personally I would wait for that to clear before parting with the bike.
The bike only sold today , so wait a little longer for the buyer to get in touch for contact details to come view and pay for the bike.

For the motorbike the buyer purchases through eBay listing and, as you requested, pays cash on collection.
There's no need for an invoice.

If eBay advised you to make a cash sale I imagine this was for the motorbike you sold this morning. (Looks a beaut, by the way!)
The rules tressygirl has explained don't apply to motor vehicles. Sellers can still ask for payment in cash, bank transfer etc. Accepting payment in any other way would be hugely risky anyway.
For other items the seller now as no say in how the buyer pays. All paymants are made to eBay, including items for collection. The seller doesn't even know howthe buyer paid.
