Must I disclose the reserve price to a potential buyer?

If they have asked, why not tell them?
Either they will decide to buy or not.
The auction is already costing you money - you have to pay 4% of the reserve price even if your item doesn't sell - so you should be encouraging bidders.

Personally it's silly not to, as it shows the buyer the price you wish to achieve, so as not to waste their time bidding.
As a tip for future listings, don't bother with reserves, they are the most expensive optional listing upgrade at 4% of the set reserve, payable sale or no sale and charged the second the item goes live.
Just list it for the lowest you're happy to receive it cannot sell for less, then if it doesn't sell, and you have not added any other listing upgrades, there's nothing to pay.
The above does not apply to vehicles, where there is always a non refundable listing fee to pay.
