refund after a disput

i had a payment taken out of my Paypal account for a small sum which i had disputed with them because it was not recognised ,later i found out that the credit in my ebay account was short by this amountb so i cancelled the disput .the item that i bought was wronge so i opened up a return which has been stopped and informed to contact buyer which i have and he stated that i shuld open a return and round it goes .The ebayer insurance does not cover this and i am unable to return the item and ebay has no policy to help so i have lost out for the first time in 15 years because of a change of policy

So beware do not dispute unless you want to waiver you rights to a refund

It is not a change of policy.

Ebay has always stated that you can't open a case through Ebay for an item after you have opened a case with your payment provider.

I don't know if Paypal will be able to help as they will be able to see you opened a case and subsequently closed it, but you now want to open a different type of case for a new reason.
