In the UK a permanent suspension usually means a lifetime ban from eBay. However, eBay do not ban members from buying one expensive item.
Have you had previous purchases which have gone unpaid ? What did the email actually say? Was it definitely from eBay, addressing you by your real name, and not your username ID ?
For any clarification you'll need to contact Customer Services, but first to log out of this UK site, clear cache and cookies, log into www.ebay.com and contact CS this way....
