I have sold a phone and the buyer has received and noted issues (they were in the description but for the sake of it and alot of back and forth) i have agreed to a partial return of £20, however i had already accepted the return, i have clicked on offer return (we are both in agreement) but it says i cant do that, is there another way of cancelling the return but doing a partial refund?

You can only make 1 offer of part refund.
You can't close and reopen case.
When you get item back, refund in full or ebay will force it.

Only your buyer can cancel / close the return request.
Ask them to do this, bearing in mind it relies on a lot of trust from your buyer for you, as they may know, that you cannot be enforced to make that partial refund, and once a case is closed another for the same item cannot be opened.
In short, if the case remains open, you have to accept and fully refund, a partial refund can only be made if the buyer closes the case early.
