there are plenty of post about not being able to combine postage, and ebay states this is a global issue
but are buyers sellers and especially EBAY aware this creates a risk of fraud
ebays response on chat was get the buyer to pay and then refund them the difference, thats all well and good, then use same tracking number for all the items
heres the potential risk for abuse / fraud
a seller just has to add the same tracking number to all items and it will then show as all delivered even if just one item is sent as they would all be in the same package
more important
as a buyer , on receiving there package they can easily dispute this saying there was only one item in the package and dispute all the other items for a refund
now this may seem extreme but unfortunately there are those who will take advantage of this
i for one will not do combined postage until this issue is fixed unless ebay is willing to accept responsibility

How does what you say differ from being able to send a combined invoice.
As far as I can see if you combine an invoice and post all together, each item gets the same tracking number, and exactly the same situation applies, if buyer or seller wish to dispute contents of package.
If buyer disputes they would open NOT AS DESCRIBED case and if buyer opened a not received case, seller would have proof of delivery.
There will always be buyers and sellers willing to take advantage of loopholes in the system, but somewhere trust has to come into transactions. Whatever the situation most buyers and sellers are honest and try to do the right thing.
I suspect that ebay’s problem with combining, has something to do with the fixed 75p for each item.
The system has certainly put off buyers, linked to Simple Postage, which tries to con buyers and sellers into thinking it is wonderful, when the ordinary postage system is far superior. Ebay just makes more money as what used to be postage and packaging, using Simple Postage is just postage, so packaging has to be added to the price, meaning higher buyer fees, and more pennies for ebay.
With the fixed 75P it becomes more difficult to recover cost of packing, which can prove expensive, so buyers are paying more, and sellers are getting less. Therefore who benefits most, ebay.
