Why can't an American buyer see my listing

Hi, I've a friend that lives in the USA, I live in the UK. I was curious about the cost of postage to the states so I sent him a link to one of my listings, he said it wouldn't allow him because my "item couldn't be sent to the United States". So I relisted the item and changed the postage to simple delivery instead of choosing royal mail as usual and he was able to then buy the item. Is this the case? Do I have to use simple delivery for American sales or was it just a glitch? Thanks

What is the item?  Maybe the item itself is on the restricted lust for being sent internationally. 

There is also currently an issue with using eBay's Global Shipping Program (GSP) to ship items from the UK to the United States. 

Specifically, eBay has temporarily suspended the GSP for shipments to the US and Canada due to concerns about US tariffs. This means buyers in the US and Canada may be unable to pay for items sold through the GSP.
