Why I cannot send an invoice out?

Does anyone no the reason why I cannot send an invoice out now? This has been 3 weeks now.

No reason apart from ebay are making loads of changes and causing some glitches along the way.   They know about the problem and are trying to fix it.   In the meantime if you want to combine postage ask the buyer to pay full price then issue a partial refund.

Why do you need to sed an invoice?

Invoices for combining have been unavailable for weeks, all ebay advise is that buyers pay in full and seller refunds the over payment.
