I’ve paid for an item from a seller who displays a vat number. I have asked for a vat receipt as my business has paid for the item but they are saying they don’t need to provide a vat receipt

As you are a private buyer they are correct.

The seller wont know how you paid as you pay eBay who then release the payment to the seller

I can’t see how that makes any difference
If the business is vat registered which then are then all goods sold include vat on sale.

You can ask seller for VAT invoice, but ebay won't enforce it.

So it's between you and seller.

VAT registered businesses are only legally obliged to provide VAT invoices to other VAT registered businesses.
